I don't think this is actually remastered.  Sounds exactly the same to me.  It was just reissued on vinyl, so maybe that confused some people?

Why is it a CD-Rip but only 128 kbps?

Because 128 is the default for most ripping programs and not everyone knows how to change it. Just enjoy it for now. 320 will be here soon.
